The Southeastern Rural Community Assistance Project, Inc. (SERCAP) is one of six Regional Training and Technical Resource Centers funded by federal, state and private dollars to assist communities in addressing environmental, rural water and waste issues.
The facility provides rural low income Virginians with adequate, affordable and safe water/sanitation services. Programs include the SE Rural Development Loan Fund established to fill financing gaps in low-income communities with flexible, affordable low-interest loans for water and waste water development activities. Also the Indoor Plumbing and Rehabilitation Program which provides indoor plumbing facilities and rehabilitation of substandard, unsafe housing for low income rural homeowners.

Seed grants and loans are offered for upgrades, new construction of water/wastewater projects, and for community economic development projects.
